We know through experience and research that children grow and learn through stable and supportive relationships. Interactions with family, peers and everyday, ongoing relationships, including teachers and caregivers, contribute to a child's development.

Yet child care provides more than educational and social experiences for the child: It provides a critical economic return on our investment in our future. There are an estimated 36,000 children in child care, preschool and afterschool programs in Vermont. Seventy percent of parents with children under the age of six are in the workforce.
